National Conference of State Legislatures (NCSL) Provided financial and administrative services for the National Conference of State Legislatures. Created and developed the State Services Organization as a joint venture of NCSL, the Council of State Governments and the National Governors' Association to facilitate development and ongoing operation of the Hall of the States in Washington DC.
